A Look into the Past
The Warren County Prison replaced a facility which served the detention needs of the county since 1874. Although records from that time are unclear, there is some evidence that a portion of the structure may have been constructed even before 1874. An example that results in this conclusion was the existence of an old dungeon beneath the jail that contained dirt-floored cells without water, sewage or electricity. As code regulations and philosophies changed, the existing jail became inadequate to meet the needs of Warren County. An extensive feasibility study received the construction of a new jail at the existing site.
The old jail consisted of thirty double-occupancy cells, six of which were later converted to shower rooms. At the time of demolition, only fifteen of the original cells were functional, the rest having been dismantled for parts that were no longer available.

Through the Pennsylvania Unified Judicial Systems web portal you can now make secure online payments of fines, costs, and restitution to the Commonwealth of Pennsylvania’s Common Pleas and Magisterial District courts. The site displays only court financial obligations approved for online payment. Payments may be made using a Visa, Mastercard or Discover credit/debit cards or by ATM card. During the first two weeks of incarceration, you may bring the following items to the prison for your loved one or friend. Those items are three white T-shirts, socks and underwear, which must be purchased new and still in the original packaging. Any additional items will be removed from the packaging and returned to you. Also any life-sustaining medications that have been currently prescribed by a physician and are still in the original bottle may also be dropped off for review and approval by our medical staff.
The prison maintains a financial account for each person incarcerated. Funds can be deposited by having cash deposited in a KIOSK machine located in the lobby of the prison or online at www.offenderconnect.com 24 hours, 365 days a year. Once deposited, the funds will be available the following business day at 8 am. No funds will be accepted through the mail and if received will be returned to the sender.
Prison Administrative Fee
Effective: 07 Sept 2010
A $100.00 fee will be charged to all lawfully committed persons that are committed to the Warren County Prison. This fee will be charged even if bail is secured. Fees will be deducted from the inmate's account at the rate of 50% of all funds deposited until the $100.00 fee is paid, or the fee can be paid all at one time. Inmates that receive re-entry consideration (earned time) will not be credited for earned time until the fee is paid in full.
